No, the explanation I saw (on this list) was that she was
stuck in for shits and giggles by the staff, there was no
real purpose and was stated as such in a con appearance by
the higher ups involved. 

The sense I get from EVA, having watched it and loved it,
is that I read way more into it than was intended by the
creators. Which is ok, I enjoy it more my way. The biggest
disappointment is that Shinji is the focus and the way it
turned out was just as Anno wanted it. All the robots and
conspiracy angle stuff was just window dressing for Shinji
analysis. Which would have been ok if Shinji weren't so
worthless. 

It was also mentioned on this list that a lot of the
Christian imagery was chosen more for weirdness factor than
as a part of the overall plot. This again came from Gainax
sources mentioned on this list.
