I'm not sure the list is supposed to be a ranking,
with the best at no. 1, as opposed to simply a list of
100 anime.  IIRC, that list was presented in Animage
by grouping anime according to themes or period. 
Thus, the oldest anime are around number 1 and the
most recent are around number 100 (Doreamon itself
being a bit of an anomaly).
