Not good enough -- not by a long ways..
- First, your logic is flawed by the fact that Adam and Lilith are the same, and
Adam is an Angel.  This renders the "since Rei is not an Angel, neither is Lilith"
argument meaningless.
- Second, Rei is an "accident" that was not supposed to happen according to the
original scenario (= SDSS).  As such, regardless of whether or not she has the
abilities/soul of an Angel, she would not be included in the numbering.
