All information indicates that, as Adam was found in his White Moon in 
Antarctica, Lilith was probably found  in the Black Moon when SEELE 
discovered it.

This theory can only persist if Lilith is the one Source of Life, i.e. if 
Misato told Shinji that we are a being (18th angel Lilim) created form 
Lilith like Adam was, making Lilith some kind of uber-Angel and unlikely of 
being #2. The EOE script has Misato in fact using the words "created from 
Lilith who is a source of life like Adam" and strongly implying equality in 
the SoL respects. Since Adam is #1 by SEELE numbering, and Lilith is the 
same sort of creature, there is no reason not to assume her to be #2. In 
any case, her position was confirmed by the Eva Trading Card game.

Back when we didnt know better and Lilith was seen as the one SoL, my fave 
theory put Rei in #2 spot, since she's "the same as" Kaworu. This provided 
neat bookends to Angeldom, but there were already problems with it. 
However, I can't think of any evidence that could put Yui in second spot.
