I believe what was said wasn't exactly the horse harness analogy but simply
that EVA is controlled by the add-ons. I know one art book supposedly said
the shouler pieces are batteries but another said that they were actually
the control mechanisms, almost analagous to the bracers on the Genie in
Aladdin. (Hey, he's big and blue, could be a variation on unit-00!) Bracers
were traditionally a sign of servitude. When you mix magic into things they
then literally bind the will of the wearer.

This would likely be borne out by the point at which EVA-01 freaks out (I
think it was episode 20) and starts eating the Angel. The shoulder pieces
and a few other parts break off of the EVA. We have no idea at what point,
though, the EVA powered down so that it could be recovered. I doubt Gendo
has an EVA-sized tranquilizer rifle with him. :)

The other poster made a valid point, unit-01 was powered during the entire
first fight, though I think the cable may have been severed in the final
explosion.

Also, I surmised the same thing, that maybe the electricity is there to
drive the control mechanism and without those inputs the EVA is purposefully
supposed to stop doing anything, as a fail-safe plan. However, NONE of this
is explained in the episodes so it is a bit premature to start throwing
around words like "clearly." Really, I don't think this part was though out
fully so we are engaging in mere fan extrapolation here.
