[EVA] Angel numbering +1 in 1.0

I was thinking that Kaoru is the mystery extra angel, considering he
appears on the moon at the end of 1.0.  He is an angel and Seele has
know about him for 15 years, so a lower number designation than 17 or
whatever he was in the original series would make sense.

Alternatively they may consider Rei an Angel in this iteration of
Evangelion.
